A controversy developed between the Milwaukee Board of School Directors, plaintiff-appellant, and the Milwaukee Teachers' Education Association, defendant-respondent, as to the manner in which substitute teachers were assigned to certain teaching positions. A grievance was filed and the matter went to arbitration. On the petition of the Milwaukee Teachers' Education Association, the circuit court entered a judgment confirming the award of the arbitrator. The Milwaukee Board of School Directors now appeals. The Milwaukee Board of School Directors (hereinafter Board) and the Milwaukee Teachers' Education Association (hereinafter MTEA) entered into a collective bargaining contract for all regular teaching personnel excluding substitute per diem teachers. The agreement was effective January 1, 1973, through December 31, 1974.
